India’s car market in 2025 will be shaped less by flashy launches and more by decisions taken away from the showroom level. Government policy, tax restructuring, fuel mandates and regulatory changes played a big role in influencing what buyers paid, what manufacturers prioritized and how the market ultimately recovered after a slow start.

Policy decisions quietly reshaped the market

The year started in February with the Union Budget, which gave two signals simultaneously. Import duties on motorcycles below 1,600 cc in CBU, SKD and CKD were reduced, making access a little easier for global brands. More importantly for the long term, customs duties on lithium-ion battery cells, battery management systems and key EV manufacturing inputs were removed, reinforcing the government’s intention to strengthen domestic EV production.

Import norms for vintage cars were relaxed in February, expanding license-free imports to vehicles over 50 years old. While higher cumulative taxes keep these imports exclusive, the move was seen as a practical update rather than a symbolic one.

The fuel policy followed in April, when E20 petrol replaced E10 across the country. Although new vehicles were recalibrated for the higher ethanol blend, real-world efficiency losses were higher than initial estimates, especially for older BS4 vehicles. Concerns regarding compatibility and long-term effects remained unresolved throughout the year.

April also saw changes on the manufacturing front, with Renault taking full ownership of its Chennai plant after Nissan exited the joint venture. With full operational control and the opening of a new design center in the city, Renault underlined India’s growing importance beyond assembly.

Trade, tax reform, and regulation changed procurement economics

The trade policy came to the fore with the signing of the India-UK Free Trade Agreement in July. Over the next five years, duties on UK-made luxury cars and motorcycles will fall sharply under the quota system, opening the door to meaningful price improvements for premium brands. In return, Indian-made EVs are set to gain duty-free access to the UK market at the end of the decade.

September brought the most decisive intervention of the year with GST reforms. Lower tax rates for compact cars and two-wheelers as well as the removal of the cess-based structure for larger vehicles allowed manufacturers to reset pricing. Many brands went ahead with mandatory cuts, using the time to stimulate demand ahead of the festive season.

Regulation was tightened elsewhere. The draft CAFE 3 criteria proposed stricter fleet-wide efficiency targets, prompting manufacturers to rethink product mixes and rely more on hybrids and EVs to balance emissions. At the ownership level, Delhi’s enforcement against older vehicles and strict PUC rules increased compliance pressure, even as some measures faced public resistance and rollbacks.

New arrivals, old nameplates and late recoveries

Although policy dominated the narrative, the year still produced notable achievements. Many long-running nameplates marked major anniversaries, cementing their continued relevance. Models like Hyundai Creta, Toyota Innova, Maruti Swift, Alto and Mahindra Bolero have crossed critical age and sales milestones, highlighting the durability power of familiar brands.

Electric mobility gained visibility in July with the arrival of Tesla’s Model Y, supported by high-speed charging networks, followed later in the year by VinFast’s entry with two electric SUVs and extensive manufacturing plans.

The mid-size SUV segment also became increasingly crowded, with multiple launches and confirmations in 2026 underscoring its strategic importance.

After a slow first nine months, the market finally picked up after GST. Festive season demand helped reverse the earlier decline, helping the industry achieve an estimated 4.5-5 per cent growth for the year. Ultimately, 2025 stands as a reminder that in India’s car market, policy decisions are often as important as the products themselves.
