Scrappage Policy in India: Since the advent of scrap policy in the country, 10 year old diesel and 15 year old petrol vehicles are being removed from the road. Under the new scrap policy, it has become mandatory to re-register a car, bike, scooter or scooty that has been running for 15 years for another 5 years. For this, you will have to collect fitness certificate from Automatic Vehicle Fitness Testing Station (ATS) and submit it to RTO. Only after that RTO will give you a license to drive. But, many people have a question in their mind that can vehicles be driven for 5 more years even after 15 years of fitness certificate?
First of all, let us tell you that if any person buys a new car, he is given a license to drive on the road from the RTO for 15 years. However, under the new scrap policy, even after 15 years, that person can drive the car on the road for 5 more years. Provided that the condition of the vehicle is fine and it has received fitness certificate from ATS i.e. Automatic Vehicle Fitness Testing Station.

With the implementation of this policy, pollution will reduce.
Can one drive without fitness certificate?
Before re-registration, you will have to obtain a fitness certificate from a recognized ATS and submit it to the RTO and then the RTO will issue a license for 5 years. For this, the vehicle will have to be taken to the ATS center and then a fitness certificate will be made along with the mechanical equipment. You will get the opportunity to get the fitness certificate of your vehicle at the ATS center only twice.
If you took your vehicle to the ATS center for the first time and for some reason the fitness certificate of your vehicle could not be generated, then you will get another chance. But, if the fitness certificate of your vehicle is not made even in the second attempt, then you will be left with no other option but to send your vehicle to scrap.

Yes, if your vehicle gets the fitness certificate for the second time, then you can submit it to the RTO and get it re-registered. But, after re-registering, your vehicle can drive on the road only for 5 years. That is, if the ATS fails you in the fitness test for the first time, then you avail the second chance and get a fitness certificate from the Automatic Vehicle Fitness Testing Station, then you can comfortably drive the car on the road for the next five years.
