The load dispatch system consists of three levels, in which NLDC is serving as a nerve center. Below it are five regional load dispatch centers (RLDCs) that monitor the five regional grids that make national grids. Lower Down 33 are the State Load Dispatch Center (SLDC) that manage power for states and center areas.

Security concerns increased after the 2021 cyber attack on the Northern Grid, allegedly by Chinese hackers. In April 2022, the Center’s Electricity Minister RK Singh said that three attacks on the power grid were carried out in Ladakh, strategically located since December 2021, but the hackers did not succeed as security measures were the place to thwart such infiltration.

In August last year, the government underlined measures to ensure the cyber security of the power grid. The computer safety event response team power was established in April 2023, especially for the power sector. Additionally, Sectoral Computer Emergency Response Team (CERTS) has been setup for thermal, hydro, transmission, distribution, grid operation and renewable energy sectors.
Underlining the steps, Junior Power Minister for Power Shripad Yeso Naik said that the Grid controller of India has established a Safety Operations Center (SOC) to monitor security programs and events at NLDC and RLDC. An SOC has been established in Power Grid Corp of India Limited to monitor the 24×7 important assets.
By March 2024, 30 of the 33 SLDCs managing grid operations conducted vulnerable evaluation and penetration cyber security audit in the last five years.
