At a time when digital borders are as important as physical borders, cyber diplomacy has emerged as an important geopolitical strategy to protect national sovereignty and maintain global peace. The rapid growth in cyber threats ranging from espionage and disinformation to infrastructure sabotage has transformed cybersecurity from a technical concern to a geopolitical discussion. Cyber crimes increasing hourly have become a global reality. What’s worse, these threats are only going to increase due to advances in AI, rapid digitalization, and growing geopolitical global minefields that could leave every enterprise extremely vulnerable. As a result, cybersecurity companies are constantly striving to keep pace with the latest trends and emerging challenges of cyber attacks.
Cyber crime is no longer limited to isolated incidents; This is a global crisis. In 2025, the cost of cyber crime is projected to reach $10.5 trillion annually, making it the world’s third largest economy (if measured as a country) after the US and China. These costs arise not only from fiscal losses but also from disruption to national infrastructure, erosion of public trust, and threats to democratic institutions. Cyber threat tools are increasingly being weaponized for disinformation campaigns, election interference, and impersonation of public officials, posing a direct threat to national security.
Many nations have already borne the brunt of cyber warfare, highlighting the urgent need to treat digital threats with the same seriousness as traditional military challenges. In 2022, India experienced a significant cyber threat when Chinese hacker groups reportedly targeted seven North Indian power grid systems, exposing vulnerabilities in its critical infrastructure. Ukraine has repeatedly been the victim of Russian cyber operations, most notably the NotPetya malware attack in 2017, which caused an estimated $10 billion in global losses and disrupted operations across sectors including energy, finance, and transportation. The US faces persistent threats from state-sponsored ransomware groups, with recent attacks targeting health care systems and defense infrastructure; Groups like Blacksuit and Royal Ransomware have compromised more than 450 known victims, including hospitals and public safety entities in the US, and recovered more than $370 million in ransom payments. Meanwhile, the UK has identified China as a major threat to its national cyber security, following breaches at government departments and coordinated campaigns targeting sensitive data and infrastructure. These incidents collectively underscore the evolving nature of global conflict, where cyber warfare is increasingly replacing traditional battlefield confrontations and demanding a new paradigm of international cooperation and cyber diplomacy.
Nations can help establish cyberpeace by integrating collaborative, rights-respecting and flexible digital strategies into their governance frameworks. First, multi-stakeholder collaboration is essential. Governments should work with nonprofits, academia, and the private sector to build inclusive cyber resilience. Second, incorporating cyberpeace into national and international policy helps align digital governance with human rights; The US International Cyberspace and Digital Policy Strategy is a strong example of this approach. Third, it is important to strengthen global norms and diplomacy. Fourth, information sharing and transparency between states and non-state actors helps reduce ambiguity and build trust. Finally, integrating human rights and humanitarian principles into cyber governance ensures that digital security does not compromise civil liberties.
External Affairs Minister S Jaishankar has repeatedly highlighted the evolving nature of national security at national and international forums. Rightly warning that AI and deepfakes are redefining the threat landscape, he has urged vigilance against foreign interference through the cyber domain. He advocates a “whole-of-government” approach to national security, integrating cyber resilience into diplomatic, economic, and defense strategies. Cyber diplomacy involves establishing formal channels for threat intelligence sharing, confidence-building, and transparent communication between nations. This is a proactive measure to reduce tensions and prevent cyber conflicts from escalating into real-world confrontations.
Cyber threats disproportionately affect small countries, low-income populations, and vulnerable groups, including minorities. To ensure equitable security, nations should promote digital literacy, local cyber awareness, and inclusive security education. Community centres, schools and civil society should be empowered to build cyber resilience at the grassroots level. India’s commitment to cyber security is reflected in its Tier 1 position in the Global Cyber Security Index 2024 with a score of 98.49/100, placing it among the most cyber-resilient countries in the world. This achievement is supported by a strong legal framework, technical infrastructure and international cooperation. India’s initiatives include; Information Technology Act (2000) and Digital Personal Data Protection Act (2023), establishment of CERT-In and regional CSIRTs for incident response, integration of cyber security education in school curriculum and active participation in global forums like Budapest Convention on Cyber Crime.
The nature of war has changed. Today, cyber warfare is an even bigger threat than traditional border conflicts. Nations must understand that protecting digital sovereignty is as important as protecting territorial integrity. Cyber diplomacy offers a way forward that prioritizes cooperation over confrontation, resilience over retaliation, and peace over polarization.
