From CBSE 2026-27, NCFSE 2023 and NEP 2020 will start an open-book assessment per class 9, which will aim to shift to shift to learning-based learning from Rote Memoration.

The Central Board of Secondary Education (CBSE) has approved the proposal to start an open-book assessment (OBAS) for class 9 students starting from 2026-27 academic session.
The decision approved by the governing body of the Board in June, the School Education (NCFSE) 2023 and the National Education Policy (NEP) are in line with the National Course structure for 2020, aimed at focusing on coactivity-based learning from rotten memoration.
What is in the new system?
Under the new system, OBAS will be integrated into three pen-paper assessments of each word, in which main subjects such as language, mathematics, science and social science will be covered.
Students can mention textbooks, class notes and approved resources during assessment.
Pilot study
The step is based on a pilot study in which additional reading material is excluded and the cross-cutting theme is assessed from the course. The first review of this idea was done by the CBSE course committee in November 2023 and received approval later that year. To assess its viability, the board operated a pilot project in select schools.
The student’s scores ranged from 12 percent to 47 percent, “disclosure challenges in effectively using resources and greedy of interdisciplinary concepts.”
The study showed that teachers are open to support such assessments. “Despite these obstacles, the teachers expressed optimism about the OBAS (Open-book assessment), given their ability to promote important thinking.”
CBSE to develop sample paper
To ensure quality, CBSE will develop standardized sample papers and provide students structured guidance to navigate reference materials and apply knowledge relevant.
The board hopes to reduce the examination stress, encourage the real world application of knowledge and strengthen ideological understanding.
Pre -use
This is not the first time CBSE has used it with it. Between 2014-15 and 2016-17, it introduced open text-based evaluation (OTBA) for classes 9 and 11, which was later discontinued after mixed reactions from students and teachers.
