The Ministry of Education constituted a high-level committee of seven experts to ensure transparent, smooth and fair conduct of the examinations. The move to constitute the expert panel comes amid the controversy over alleged irregularities in the National Eligibility cum Entrance Test (NEET) exam 2024.
“The committee will make recommendations regarding improvements in the mechanism of the examination process and data security protocols and improvements in the structure and functioning of the NTA [National Testing Agency]The Ministry of Education said in a press release.
NTA is an autonomous body that conducts several entrance exams including NEET and UGC-NET.
Who are the members of the expert panel?
Koppilil Radhakrishnan, former chairman of the Indian Space Research Organisation (ISRO) and chairman of the board of governors of IIT Kanpur, will head the high-level committee of experts to ensure transparent, smooth and fair conduct of the examinations.
Who is K Radhakrishnan? Radhakrishnan is the former chairman of the Indian space agency ISRO. He was born on August 29, 1949 in Irinjalakuda, Kerala. He assumed the concomitant responsibilities of Chairman of the Space Commission and Secretary, Department of Space, Government of India as well as Chairman of the ISRO Council (Chairman of ISRO) on November 1, 2009.
As per details shared by ISRORadhakrishnan started his career as an Avionics Engineer at Vikram Sarabhai Space Centre. He held several key positions at ISRO in the areas of space launch systems, space applications and space programme management.
Radhakrishnan has been the director of Vikram Sarabhai Space Center. He was also the director of the National Remote Sensing Agency.
In his brief stint (2000-2005) in the Ministry of Earth Sciences, he was the founding Director of the Indian National Centre for Ocean Information Services (INCOIS) and the first Project Director of the Indian National Tsunami Warning System.

What is the role of the committee?
The Expert Panel has been constituted to make recommendations on:
1. Improvement in the mechanism of the examination processThe panel has been tasked to analyse the entire examination process and suggest measures to improve the efficiency of the system and prevent any potential violations. It will also conduct a thorough review of the standard operating procedures (SOPs)/protocols of the National Testing Agency (NTA).
2. Improve data security protocols: The panel will have to evaluate the existing data security processes and protocols of the NTA and suggest measures for its improvement. It will also examine the existing security protocols related to paper-setting and other processes for various exams and make recommendations to enhance the robustness of the system.
3. Structure and Functioning of National Testing Agency: The committee will make recommendations on the organisational structure and functioning of the NTA. It will clearly define the roles and responsibilities of functionaries at every level. The panel will also assess the existing grievance redressal mechanism of the NTA, identify areas of improvement and make recommendations to enhance its efficiency.
Following the procedure, the committee has to submit its report to the ministry within two months. “The committee may engage any subject experts to assist it,” the ministry said in a press release.
