Last update:
Sachin Jain, country manager of ETS India and South Asia, said that international universities set up campus in India will make global education more accessible.

The ETS India chief says that global examinations like GRE, TOEFL and foreign complexes can promote India’s position as a global education center.
As India wishes to keep itself in a position as a global education center, the “study in India” is collecting the initiative. However, to feel this vision, the country must continue to strengthen its educational infrastructure and develop the routes that appeal to international students. An important step in this direction is to adopt globally recognized assessment.
The entry of many new international universities in India has formulated the basis for providing high quality global education at a more accessible cost. The acceptance of GRE by Indian institutions can open doors to a large number of international students to pursue higher education in India. In a conversation with News 18.com in the move, Mr. Sachin Jain, country manager of ETS India and South Asia, said, Mr. Sachin Jain said that students around the world have the ability to establish India as a favorite teaching destination.
Here are the excerpts edited from the interview:
Do you think the impact of strict visa rules and the US has increased investigation on international studies abroad candidates?
While the investigation has increased, including strict visa rules and social media veating, the investigation may have created uncertainty in the minds of Indian students applying in American universities, the fact that American institutions are making place for real students in American institutions. America also remains a top option due to its world -class education, state -of -the -art research opportunities and strong job prospects for international students.
The uncertainty in American policies said that, he has encouraged students to locate other global education hubs that provide reliable routes for higher education and career development. This change also indicates that students are rapidly open to diversify their study destination options. Countries such as Germany, Ireland and New Zealand have gained popularity among Indian students due to their more stable immigration policies and inexpensive education options.
What is your idea on international universities setting up Indian complexes, first in Gift City and then in Delhi-NCR and Mumbai?
The entry of internationally recognized institutions in India is a transformational step in increasing the country’s higher education sector. These universities will enable students to reach global education at a probably low price point, without the need to leave India-it will become a game-changer for many people.
Additionally, these institutions bring treasure of experience and global best practices that will enrich the Indian teaching ecosystem. In ETS, we believe that the establishment of international universities in India is a watershed moment in transferring India’s role in a host market for global education from a source market.
Will these campuses help India attract quality students around the world?
The international campus will significantly increase India’s appeal as a destination for high quality education, possibly also attract international applicants. By offering programs with global recognition and international educational standards, these campus will increase learning experience by producing well -qualified professionals for the industry.
Given historical trends and India’s cultural proximity, we are likely to see interest from international students from areas such as Central Asia, Southeast Asia, Middle East and Africa.
What role can TOEFL and GRE play in supporting internationalization in India?
Globally sanctioned assessments such as Toefl and GREs can serve as an ambition in supporting internationalization of higher education in India. As the country works to enhance its international student intake, Toefl and Gre can serve as an important tool for attracting students while maintaining high academic standards.
As a standardized assessment, these tests offer a common benchmark for educational readiness and English proficiency, required for students applying for both global programs. The toefl language is the most widely accepted test for proficiency, and assesses readiness for graduate and postgraduate courses in GRE Stem, Management, Law and Humanities.
India has so far recorded its strongest presence in the QS World University Rankings 2026, with 54 institutions list – a significant jump from 46 in 2025 and 45 in 2024. Assessments like GRE can give strength to the agenda of ‘study in India’ in an important way.
We have recently heard about the toefl enrichment. When can we expect to implement these changes?
The toefl enrichment is expected to be implemented from January 2026, which means that there will be no change in the current test structure until then. A major growth involves section-level adaptive tests for reading and hearing classes. This feature adjusts the question difficulty in real time how the candidate reacts, provides a more accurate measure of qualification in hearing or reading.
The CEFR-aligned scoring scale will also be introduced with the current 0–120 scale. This dual system will be up to two years to support a smooth transition for institutions and students.
Another major growth is expanding beyond academic English. The revised version of the test is better designed to show how students use English in real-world settings-collaborating with colleagues, participating in the life of the campus, or navigating day-to-day conversations. The goal is to assess a more relevant set of English language skills that align with the demands of the global education environment.

ETS launched the toeic link for recently working professionals. Can you briefly explain this test?
Earlier this year, ETS began the toeic link evaluation in India – an advanced online English proficiency test to suit the developed needs of employers, universities and training providers. The toeic link provides a flexible, sharp and modular approach to evaluate English skills, helping businesses to streamline recruitment and make educational institutions enable students to better prepare students for global career opportunities.
The toeic link score is aligned with the general European structure (CEFR) of the context, ensuring international recognition. Globally, more than 18,000 companies in various industries rely on the toeic suite to hear, read, speak and assess writing skills.
