The Supreme Court will hear the petitions filed by doctors and NEET PG 2025 aspirations seeking more transparency in the postgraduate medical entrance examination on 12 September. The petitioners have challenged the National Examination Board in Medical Sciences (NBEMS) on their new mechanisms for issuing Answer Kiwi.
Instead of sharing full question paper and detailed answer key, NBEMS only released “Answer Key ID”. Candidates argue that it prevents them from verifying their answers properly, increasing doubt about the evaluation process.
One of the arguments was filed by the United Doctors Front (UDF), which also opposed the decision to operate NEET PG 2025 in two NBE changes and use a generalization formula. On August 21, NBEMS also issued a “corrective notice” which is now under a legal investigation.
Advocate Satyam Singh Rajput, representing one of the petitioners, confirmed that all NEET PG-related matters would be heard simultaneously by the apex court.
Students claim that limited disclosure is “opaque, unknown and disabled for meaningful verification.” They argue that this system violates its right to a fair admission process under Articles 14 and 21 of the Constitution. A petition notes, “This answer disappoints a lot of publishing keys, which helps the candidates to cross-check their answers and increase objections.”
The Supreme Court first directed NBE to publish raw scores, answer key and generalization formula. Now, candidates allege that NBEMS has deviated from that order.

Consultation is likely to be delayed
The Medical Counseling Committee (MCC) is expected to announce a counseling schedule for 50% All-India Kota (AIQ) seats soon. However, if the court directs the NBEM to issue a detailed answer key, the counseling process may be delayed.
For now, the NEET PG 2025 merit list has been released and the entry will proceed based on ranks, but the final schedule may depend on the court’s decision.
