According to sources, the third offshore Indian Institute of Technology (IIT) campus is likely to be built in Sri Lanka.
The proposal for an offshore IIT campus in Sri Lanka was announced in the 2024 budget last November by Sri Lankan President Ranil Wickremesinghe, who also serves as the Finance Minister.
“Recently a high-level delegation visited the Chennai campus to discuss the future roadmap. Talks are on and the campus is likely to be built in Kandy,” a source said.
“The delegation also visited the research park on the campus and interacted with officials about possible areas of engagement,” the source said.
The Government of India had announced that from the 2017–18 academic session, meritorious Sri Lankan students would be provided opportunities for admission to IITs in India.
A spokesperson said, “Talks are in the early stages with Sri Lankan authorities for IIT Madras to set up a campus in that country. A Sri Lankan delegation visited our campus and a delegation from IIT Madras will soon visit India for a feasibility study.” Will visit Sri Lanka for this.” IIT Madras said.
If the plans for the Sri Lanka campus come to fruition, it will be the second international campus of IIT Madras. Last year, IIT Madras set up an offshore campus in Zanzibar, Tanzania, appointing Preeti Aghalayam as director-in-charge, who also became the first woman IIT director.

IIT Delhi followed the league and signed a formal agreement with the Government of UAE to set up a campus in Abu Dhabi.
The initial master’s course at the IIT Delhi-Abu Dhabi campus will focus on energy transition and sustainability, reflecting the shared vision between India and the UAE to leverage knowledge for mutual prosperity and global well-being.
The UK is also keen to welcome the Indian Institutes of Technology (IITs) to set up an offshore campus in the country and some UK universities are already in talks with IITs to explore the possibility.
Many IITs are receiving requests from Middle East and South Asian countries to set up their campuses.
The central government had formed a 17-member committee to facilitate the process of opening IIT campuses in foreign locations where students from different countries can study technical education.
