USSian President Vladimir Putin will not participate in the Russia-Ukraine peace talks to be held on Thursday at Istanbul, despite the calls of diplomatic pomp of global leaders, including Ukrainian President Volodimir Zelanski and Brazilian President Luiz Insio Lula Dr. Silva.
Late on Wednesday, Kremlin published a list of eight delegates- four conversations and four experts- who would represent Moscow in talks. Putin, who proposed the Istanbul meeting on Sunday “without any pre -condition”, did not include himself among the participants.
Russia named Military, delegation with intelligence officers
The Russian delegation announced through a decree on the Kremlin website includes:
- Vladimir Medinski, President Advisor and Former Culture Minister, was seen as a Hawkish Figure
- Alexander Fomine, Deputy Defense Minister
- Igor CostUCov, Director of GRU (Russia’s Foreign Military Intelligence Agency)
Following the full -scale invasion of Ukraine in Russia, the three first participated in short -term negotiations held in 2022.
Zelensky: ‘Signs so far are unrelated’
Ukrainian President Volodimier Zelanski was cautious of upcoming talks, stated on Wednesday night that Kiev would wait to confirm the Russian delegation before determining her next step.
“I am waiting to see who will arrive from Russia and then I will determine what steps Ukraine should take. The signs in the media are unrelated so far,” Zelancesi said at his night address.
He criticized Russia’s constant aggression despite the proposed talks: “It is now more pronounced to the whole world than any other point during the full -scale war … that the only barrier to establish peace is a clear desire to do so from Russia.”
There is a decline to participate in Trump
US President Donald Trump, who suggested earlier this week, suggested that he could travel to Turkey. If Putin was participating, on Wednesday, he confirmed through an American official that he would not attend the talks.
Trump has proposed a 30-day ceasefire between the two countries and urged both sides to quickly agree on the terms. He is allegedly disappointed with a lack of commitment to both Moscow and Kiev.
“I am always considering secondary sanctions against Moscow if I think they are blocking the process,” said Trump.
Lula urged Putin to join the conversation
Brazilian President Lula Da Silva spoke to Putin by phone on Wednesday and personally urged him to participate in the Istanbul talks.
Lula “emphasized Brazil’s commitment to peace and once again provided himself to cooperate for whatever is necessary in search of understanding between Russia and Ukraine,” according to a statement from their office.
Previous conversation and deadlock
This week’s dialogues are seen as a continuity of 2022 Istanbul dialogue, which collapsed without a resolution. A meeting between Putin and Zelanski was his first after December 2019.
Diplomatic deadlock has taken over a symbolic tone, with a sign of Zelanceci she will be present only when Putin showed – it will be seen as a litmus test that wants peace.
