Rajasthan Higher Education Minister and Deputy CM Dr. Premchand Bearwa has introduced ‘Rajasthan Coaching Center Control and Regulation Bill 2025’ in the assembly. Under this bill, coaching institutes will have to follow several strict rules, including registration, operation, fee, mental health services, career counseling, grievance redressal and implemented advertisements, including important aspects.
The bill includes provisions such as limiting the number of students in a batch, making the fee structure public and providing counseling services to protect students from mental stress. This bill will be discussed in detail on 21 March.
The coaching institutes will have to give clear information about the syllabus, fees, facilities and fees withdrawal policy before the enrollment. In addition, they will also have to provide information about career options other than engineering and medical so that students can take the right decision.
Strict provisions have been made in the bill to prevent exploitation of students. Coaching institutes will have to charge the fees in a fair and transparent manner from the students and if they leave their studies in the middle, they will have to return the fees on a proportional basis. Coaching institutes are fined up to Rs 2 lakh for violating the rules and cancellation of registrations in the case of frequent violations.
Coaching institutes will also have to prevent wrong and misleading claims in their advertisements. The state government will issue necessary guidelines to regulate the functioning of coaching centers and take action against the violation of rules. The Rajasthan government said that the purpose of this bill is to “curb the commercialization of coaching institutes and ensure that they work within a structure that prioritize the good and success of the students. By regulating these centers, the state aims to create a healthy and more supportive environment for those students who are below their academic and professional goals.”
The government further said, “In the last two decades, the state of Rajasthan has seen uncontrolled growth of coaching centers. These centers often work in large-scale irregular environment, attract millions of students every year, which are NEET, IIT-JEEE, IIM ANTRANCE AUHANCES and CLAT-Spatures and Clat-Spatures and Clats Holy, there is a widespread disappointment and disappointment among the students when the results do not match the expectations.
