The Delhi High Court has expressed “deep concern” over the increasing number of students suicides, exposing the need for an effective anti-ragging helpline as a “strong and efficient” measure, PTI reported. The High Court referred to the order of a Supreme Court related to mental health and student suicides in the highest educational institutions, which calls for immediate action.

“The court has already noticed that this student is deeply concerned with the issue of suicides, which are happening more often, and that immediate steps need to be taken, as well as by the Supreme Court being monitored by the Supreme Court. The High Court was addressing two petitions filed by the Aman Satya Kachro Trust, which demanded various relief about the management of the National Ragging Prevention Program. The program managed the event since 2012, but it was discontinued in April 2022 when the University Grants Commission (UGC) issued a new tender, providing contracts to the Center for Youth Society (C4Y).

In 2009, Prof. Rajendra Kachro, an educationist and founder of the trust, prepared a detailed plan called “National Ragging Prevention Program” with the aim of eradicating ragging in higher educational institutions.

The scheme consisted of four major elements: a 24 × 7 nationwide anti-ragging helpline, a database of students and parents collected through online affidavits during admission, a database of anti-ragging committees and officers of about 50,000 colleges across the country, and a compliance and monitoring system through a call center-based platform.

The Supreme Court ordered the implementation and compulsory monitoring of the scheme by a non-government agency. It prepared the UGC regulations on the UGC “high educational institutions, 2009, for curbing the threat of ragging.”

The High Court settled the petitions, given that it was not necessary to gather about the recommendations to strengthen the existing rules or security in large issues raised by the trust, as these aspects were already under active idea by the Apex Court.

The bench stated that such issues required a “strong institutional process” to investigate the systemic failures in regulatory and administrative mechanisms to protect student welfare.

The court said that it was not keen to intervene in the ongoing cases related to the tender, especially since the UGC lawyer submitted a clear submission that the work order provided to the society would end on December 31, under the competition, competition, under the competition tender.

The petitioner presented detailed data from the National Crime Records Bureau, All India Survey on Higher Education, National Medical Commission 2024 Survey, and reports from various central institutions that highlight the trends harassing students suicides.

With 4 percent annual increase in students suicides, more than 13,000 students suicides were detected more than the number of farmer suicides (11,000), which is doubled by the growth rate (2 percent) of the national suicide.

In addition, there were 98 suicides in central high educational institutions between 2019 and 2023, including 11 suicides in IITs and 122 suicides in medical colleges from 2018 to 2023 and 1,166 dropouts.
