The Assam government on Tuesday said the Assam government said that to start operations in the state, the scheme of any private university must first mandate “national security approval”.
Addressing a press conference after a cabinet meeting here, Sarma said that the decision has been taken in the backdrop of recent developments related to Science and Technology University Meghalaya (USTM) located in the neighboring state.
“To establish a private university in Assam, a national security approval will be required from the Home and Political Department. After receiving the mandatory node, one will be allowed to establish a private variety, “he said.
Saying that the decision was taken in the backdrop of recent developments at the USTM, Sarma said that the private university would also have to be in line with two more situations – “It is secular and should not indulge in any activity related to conversion”.
“We have decided to tighten the criteria to establish private universities. Accordingly, the cabinet has approved the amendment of the Assam Private University Act 2007, “he said.
Last month, Ustm owner and Chancellor Mehbubul Hok was arrested by the Assam Police for allowing improper means in the examination to score high marks through his ERD Foundation, which runs various educational institutions, including a school in Sribhumi district of Assam.
Sarma held USTM and Hoke responsible for “Flood Jihad” against Guwahati in August last year, claiming that the water flowing below the Versity Campus, which is situated on a hill adjacent to the city, reiterated the large -scale floods.
Meanwhile, the cabinet approved proposals to set up two private universities – Edtech Kaushal University, Assam in Tinsukia and Maa Kamakhya National University in Sipazar, Assam.
As a mark of recognition of the role and contribution of the late Ratan Tata and Tata Group towards the development of the state, the Assam Cabinet decided to cover the entire region as a semiconductor plant, logistic park, township and OSAT center as ‘Ratan Tata Electronic City, Jagirod’.
The government also decided to set up a non-profit special objective vehicle (SPV) with the reach of Paniit alumni for the establishment of 10 skill centers in the state.
Sarma said, “These will be set up at a cost of Rs 90 crore, out of which Rs 10 crore will be given by the state government and the rest will be funded by the Alumni Association.”
To promote the use of bamboo in the construction industry, the cabinet approved the inclusion of the overall material of engineer bamboo in PWD projects.
“PWD is directed to include at least 5 percent of bamboo-based materials in the construction of new public buildings,” Sarma said.
He also said that to encourage Assam’s unemployed engineering graduates, diploma-holder youth and startups to become an active partner in the construction sector, the cabinet approved exemption in pre-uses norms of PWD’s standard bid criteria.
“The cabinet also approved two policies for ease of doing business. These are Assam Electronics System Design and Manufacturing Policy, 2025 and Assam Pharmaceutical and Medical Device Policy 2025, “said CM.
In addition, the cabinet approved 46 projects for flood and erosion management, which cost Rs 338 crore.
Sarma said, “The cabinet has passed a resolution expressing gratitude to Prime Minister Narendra Modi for his guidance and assistance, which successfully conducts Assam’s inability 2.0 summit.”
