Mohan Babu University (MBU) has joined hands with Pennsylvania State University (Pen State), USA, to start India’s first joint degree program with the QS top 100 ranked global university.
The move aims to redefine higher education opportunities for Indian students.
Pen State University is ranked 89th in the QS World University Rankings 2025, and one of the world’s most reputed public research universities.
Through the partnership, students of India will get a degree to stay at the top position at the global exposure and about half cost, as well as a press, with access to world -class academics, research and career opportunities.
Dr. M. Agreement (MOA) agreement was signed at the MBU campus (MOA) at Tirupati in the presence of Mohan Babu, Chancellor, MBU, Vishnu Manchu, supporters Chancellor, and Vinay Maheshwari, Executive Director.

How Indian students will benefit:
- Indian students will get an opportunity to carry forward an integrated international educational journey.
- Graduate students will complete their first two years in MBU and the remaining two years in Pen State, earning a joint degree from both Pen State and MBU.
- For postgraduate candidates, cooperation provides two formats; A 4+1 program (one year in Pen State after four years in MBU) and 1+1 program (one year in each institution).
- Indian students will get access to world class faculty, advanced research infrastructure and an international benchmark course.
- Students will come in contact with various teaching environment and global industry standards to increase their professional agility and employment in India and abroad.
- Students will benefit from significant cost savings, about 50% less than chasing a full international degree abroad.
- Scholarship and financial assistance opportunities will be provided to support eligible students.
- When studying in pen state, students can also benefit from campus work opportunities to help offset their living expenses.
- The release said that both institutions will provide extensive educational and administrative assistance through visa assistance and continuous career guidance.
MBU’s Pro-Chancellor Vishnu Manchu said that cooperation empowers students by providing access to extraordinary global education at a fraction of specific cost.
He said, “This brings the best of international educational practices for Tirupati, opening the possibilities of life -changing career for Indian students,” he said.

MBU Executive Director, Vinay Maheshwari, highlighted that the partnership with Pen State ensures that the students of the institute actually get an international degree without global educational experience, state-of-the-art research, and an international degree-specific financial obstacles.
