Yes, rules have been made in the Motor Vehicle Act regarding vehicles providing some emergency services. Under this, if you block the way of such vehicles, which have been categorized as emergency motor vehicles by the government, then fine and punishment can be given.

What do the rules say?
By amending the Motor Vehicle Act 1988 in the year 2019, the government has added section 194E. It clearly states that for stopping emergency vehicles or blocking their route, the culprit may have to face a fine of up to Rs 10,000 or imprisonment of up to 6 months or both. Under this, ambulances and fire brigade vehicles have been kept. Therefore, if you block the way for these two vehicles, you may have to face traffic police action.
Special rights to fire brigade and ambulance
Under Section 194E of the Motor Vehicle Act, both fire brigade and ambulance come under the category of emergency vehicles. For these vehicles, it is necessary to give way to other drivers while moving on the road. It is important for other drivers on the road that as soon as they hear the sound of an ambulance or fire brigade vehicle, they should move their vehicle to the side and give way to it. If you ignore the sound of the vehicle or do not give way to it or try to overtake, you may have to face action.

Strictness in enforcing rules
Although it has been many years since these rules came into effect, even today people in most cities do not follow them. In such a situation, Gurugram Traffic Police issued a strict advisory last Monday and warned the drivers. Police have said that if any driver breaks the rules, immediate action will be taken against him and a challan of Rs 10,000 will be sent. Before this, Delhi Police has also strictly implemented this rule. Madhya Pradesh government has also strictly implemented such rules.
