If you have a BS4 petrol car registered outside the state, the answer depends on whether GRAP Stage 4 is applicable in Delhi or not.
When GRAP Stage 4 was first implemented in Delhi, the government had announced two additional restrictions. For the first time, valid PUC certificate was made mandatory for purchasing fuel at petrol pumps in Delhi. This applies to all vehicles including BS6 models. The second banned the entry of vehicles registered outside the state that do not meet BS6 emission norms.
As air quality improved, GRAP Phase 4 was removed, and the city moved back to Phase 3. However, two additional measures announced earlier were reviewed again over the weekend.
Environment Minister Manjinder Singh Sirsa said that the Delhi government has decided to make both these measures permanent. “No PUC, No Fuel” rule will remain in force throughout Delhi throughout the year until further orders. Additionally, the ban on entry of non-BS6 vehicles registered outside the state will now become a permanent part of GRAP Phase 4 if implemented in the future.
What exactly changes when GRAP Step 4 is applied?
What this practically means is that whenever GRAP Phase 4 is re-implemented in Delhi, vehicles registered outside the state that do not meet BS6 norms will not be allowed to enter the city.
Under the existing GRAP framework, movement of BS3 petrol and BS4 diesel vehicles has been banned in the Delhi-NCR region during Phase 4. However, BS4 petrol vehicles were earlier allowed to operate freely in Delhi-NCR, irrespective of where they were registered.

So what’s the last resort for BS4 petrol owners?
That situation changes later on. If GRAP Phase 4 is imposed again, only Delhi-registered BS4 petrol vehicles will be allowed to operate within Delhi. BS4 petrol vehicles from outside the state will still be allowed to ply in NCR, but will not be allowed to enter Delhi city limits.
So, if you drive a BS4 petrol car outside the state, you can enter Delhi as long as GRAP Stage 4 is not active. Once Stage 4 is implemented, entry will not be allowed in Delhi, even though the vehicle will remain legal in the rest of the NCR.
