GRAP ban: Should I switch to EV as petrol and diesel vehicle ownership is becoming tougher every year in Delhi-NCR?

With GRAP measures becoming an almost annual reality in Delhi, many petrol and diesel car owners are starting to re-evaluate long-term ownership. Each winter, restrictions are imposed under a Graded Response Action Plan as air quality deteriorates and vehicles are often the first to face restrictions.

There are four phases of GRAP, with Phases III and IV being the most disruptive. Under Stage III, BS3 petrol and BS4 diesel vehicles have been barred from operating in Delhi-NCR. BS4 petrol cars are technically allowed, but recent enforcement has banned BS4 petrol vehicles from outside the state from entering Delhi. This has added to the confusion for owners who believed petrol cars were relatively safe from the restrictions.

BS6 vehicles, which are mandatory from 2020, are currently allowed to operate even when the GRAP phase is in effect. However, petrol cars are registered for 15 years and diesel cars for 10 years, meaning the certainty of long-term ownership remains limited. With older emissions categories facing repeated restrictions, EVs appear untouched by these policy changes.

However, electric vehicles make sense…

From a regulatory perspective, electric vehicles have a clear advantage. EVs are not affected by GRAP-related driving restrictions. In Delhi, they are exempted from road tax under the Delhi Electric Vehicle Policy, and the Union Ministry of Road Transport and Highways has waived registration and renewal fees for battery-powered vehicles. Like petrol cars, EVs are also registered for 15 years, but without additional renewal fees thereafter.

However, cost remains the biggest hurdle. Entry-level EVs still demand more upfront investment. MG Comet EV launches ₹ 7.49 lakh (ex-showroom), while Tata Tiago EV prices start at ₹ 7.49 lakh (ex-showroom). 7.99 lakh. In comparison, the petrol Tiago starts at 4.57 lakh. This price gap has widened further after the recent GST changes, delaying price parity between ICEs and EVs.

Charging infrastructure is another practical consideration. Home charging access is almost essential for stress-free ownership. While standard chargers are usually included, faster chargers cost extra. For example, Mahindra BE6 requires additional payment Depending on the configuration, the 11.2kW home charger will cost Rs 75,000.

Usage pattern matters equally. For mainly city driving, small EVs with ARAI-rated ranges of 230-300 km are sufficient. However, buyers who regularly travel long distances will need a higher-end model like the Tata Nexon EV or Hyundai Creta EV, which offer over 300km real-world mileage but come at a higher price point.

Is switching to an EV today the right decision?

So, should you switch to an EV? If your concerns are about recurring GRAP restrictions and long-term regulatory uncertainty, EVs provide peace of mind. But the high upfront cost, charging access and realistic driving requirements must be carefully considered before making the change.
