(Bloomberg Opinion)-When the UK left the European Union, it caused a rift in the global fight against climate change: suddenly, the European Union’s ambitious carbon cap-and-tride system-designed to reduce the harmful emissions of greenhouse gases in Europe.

Now the UK and the European Union say that they want to bring back their carbon markets together, as part of the broad “reset” in relationships. It is a great opportunity to display that despite Brexit, general knowledge in climate and business policy can be strong.

Launched in 2005, the Emission Trading System of the European Union stands as the world’s largest and most successful. Participants should sometimes follow the decreasing boundaries on the Greenhouse-Gais Output: those who reduce more, they can sell their allowances to others, install the market value of carbon per tonne carbon and an incentive to cut further. Till last year, 27 current European Union member states had reduced their emissions by power-generation and industrial enterprises.

Brexit has hindered this progress. All other similar, well -regulated carbon markets work better when they cover the more area. A large variety of buyers and vendors has more opportunities to reduce emissions quickly and beneficial: companies where it is relatively easy to switch away from fossil fuels, for example, it can sell people where it is not. More participants mean smooth trade and more stable prices.

The division also presents a more pressure issue. From next year, the European Union will begin taxing some importers, which aims to align its carbon value with local contestants. The UK will do the same in 2027. However, on the basis of merit, these bureaucracy can weaken the “border adjustment” trade – unless a reunion of emission markets and prices makes them unnecessary. For example, the carbon intensity of electricity will be calculated using an industrially average that will damage renewable-energy exports-at a time when Europe should integrate its electricity markets.

From a technical point of view, reliabing should be easy. The UK mostly copied the rules of the European Union, so both only need to address a few marginal deviations – for example, in the realm (UK, for example, not included maritime transport), programs to eliminate free emission allowances, and mechanisms to maintain market stability. There is no good reason for the preparation to take almost a decade, as is in terms of 2020 linkage of the European Union with Switzerland.

Politics is a problem. In all its post-breaks with the European Union, the UK faces the possibility of compliance with mutual rules, having a less impact on them as a member state. Britain should identify that it is the most profitable benefit from the European Union being dependent with the carbon market, which is more than 10 times larger. European Union officials, for their share, should get the desire to punish the UK and focus on general interests – especially at a time when the US is increasing global trade and climate policy. They should also maintain their climate ambition of the block – for example, by strictly limiting the proposed role of the international carbon credit, which is a poor reliability record in completing emission goals.

The clock is going on. The border adjustment of the European Union will slowly bite, thanks to an effective step-in. Both sides will be delayed, the more the inactivity will slant the decisions of the long -term investment, especially in renewable energy. Conversely, if they reach the agreement on time, they will achieve a rare victory for climate and business-and potentially a model for cooperation in the Brexit world.
