Delhi University has directed its colleges to install CCTV cameras outside women’s toilets and changing rooms during festivals. This advisory comes after the incident in which some women were secretly filmed while changing clothes at IIT-Delhi.
Furthermore, the university has asked its colleges and departments to install CCTV cameras at all gates of the institutions and hostels to avoid any mishap.

“Following the recommendations of Delhi Police, we have made relevant additions to the fest guidelines in view of the recent incident at IIT-Delhi. We have asked the colleges to make CCTV arrangements in front of the women’s washrooms and dressing rooms during the fest for security Students,” DU proctor Rajni Abbi told PTI news agency.
In October 2023, around 10 students of Delhi University’s Bharti College complained that they were secretly videoed while changing clothes in the washroom of IIT-Delhi during a fashion show at the institute’s festival.

The police have arrested a 20-year-old contract sweeper in the case and sent him to judicial custody. A case was registered under Indian Penal Code section 354C (loitering) at Kishangarh police station.
Under the revised guidelines, colleges have been asked to assess their boundary walls before any major event and install low concertina wire to prevent outsiders from climbing the walls.
The advisory also suggests a centralized public announcement system at all gates of the institute.

Before any major event where students from outside are invited to an institution, the administration should conduct an enhanced security liaison meeting with all the stakeholders.
The advisory also calls for limiting the number of students during the fest, hiring door frame metal detectors and making proper lighting arrangements to cover dark places.
The advisory said entry into the events should be regulated through Google Forms, copies of which will have to be submitted to the police as well as other concerned departments.
