According to the order of Delhi Lieutenant Governor VK Saxena, primary or middle schools can be upgraded to senior secondary institutions without charging any additional fee from DDA.
The Lieutenant Governor’s order following the High Court judgment will exempt such societies or schools from paying additional floor area ratio (FAR) charges, it said in a statement on Saturday.
It said this would free them from “red tape and harassment of running around the Education Department and the Delhi Development Authority (DDA)”.

The LG has also directed that the DDA amend its lease deeds with the societies to this effect. Accordingly, DDA has issued a Standard Operating Procedure for converting or upgrading primary or middle schools to senior secondary schools.
As per the SOP, although such schools will be able to avail additional FAR for such upgrades, they will not be required to pay any fee for the same.
Societies and schools will now apply for NOC to DDA to avail additional FAR along with education department permission for upgrade, certificate of affiliation from the board (CBSE, ICSE, etc.) and certificate of income tax exemption. , the statement said.

DDA will then ascertain whether the applicant has no arrears of ground rent etc. and has not encroached upon any additional area, and will grant NOC without any additional FAR charges.
It added that the upgradation of societies or schools will have to conform to the Unified Building Bye-Laws (UBBL) norms and its layout plan will have to be approved by the concerned authority as per the law.
