According to the ‘Jobs at Your Doorstep’ report prepared by the World Bank, released by Union Education Minister Dharmendra Pradhan on Friday, there could be huge opportunities for school-based skills in service sector jobs, agriculture, manufacturing and IT.
The report is a skills gap analysis that attempts to align the trades offered in schools with the industry-specific needs of districts in six states – Himachal Pradesh, Kerala, Madhya Pradesh, Maharashtra, Odisha and Rajasthan.
The six states are collectively under the Education Ministry’s Strengthening Teaching-Learning and Results for States (STARS) project. The World Bank assists the MoE with its STARS programme, which has a national component under which key reforms are shared and disseminated for implementation.
This preliminary research, conducted by the World Bank in collaboration with third parties, provides initial skills and job diagnostics based on local needs and demands.
Delving deep into districts across six states, the report outlines the significant benefits of incorporating skills-based learning from classes 9-12 to prepare students for diverse career paths relying on a bottom-up approach. These present different socio-economic profiles and offer a nuanced view of how both industry and government can contribute to the jobs agenda.

Under the new education policy, the National Curriculum Framework for School Education (NCF-SE) 2023 guidelines propose broad exposure to skills and forms of work for classes 6-8; Experience with multiple professions and transferable skills for grades 9-10; and Intensive Skills in a Vocation (up to 3 out of total 6 subjects) for classes 11-12.
The report said trade analysis of district-by-district selected from five states, including Shimla, Indore, Dhenkanal, Nagpur and Jodhpur, indicates a mismatch between capacity and demand.
Furthermore, the district trade analysis indicated a mismatch between demand and supply of skills.
The report comes up with nine key recommendations to improve skilling initiatives for schools in India.
One of the key recommendations includes expanding access to skill education in more schools and setting up skill centres. “As a first target, target at least 20-30% of secondary schools in each district providing skill education. Also, the government can offer at least two trades in each targeted school; Scale up to 3-5 trades at larger schools,” the report said.
It also says schools should offer a revised set of broad-based trades, targeting multiple job roles per trade.
The study suggested that schools can provide students the option to study trades either lightly or in depth (3 skill subjects can be chosen out of a total of 6 subjects in Grades 11-12 as per NCF 2023) .
“District authorities should recommend trades for new schools based on existing skill capacity, needs of the local economy and student aspirations. Focus on technical business skills as well as broader employability skills,” it said.
The report highlights that 100% students should be provided with soft skills, digital literacy, financial skills and building of entrepreneurial mindset.
It emphasized testing of practical skills more than theoretical knowledge.
“School boards and Sector Skills Councils (SSCs) develop a deep and ongoing partnership with industry to drive improvement efforts. It is important to ensure the relevance of the course, internship, job placement etc.

This report was released by Pradhan along with Union Minister of Labour, Youth Affairs and Sports Mansukh Mandaviya.
“Such in-depth diagnostics on skills and jobs will enable stakeholders to build new architecture and create progressive policies to empower our population. We need to broaden the definition of jobs and employment. “The framework should be made comprehensive and looked at from the perspective of economic opportunities and empowerment,” Pradhan said while launching the report in the national capital.
The study assesses the types of industries/local small and medium enterprises that have the potential to provide entry-level jobs or provide entrepreneurship opportunities for youth, including school-going and drop-out .
It also analyzed the overall labor market trends in special economic zones and primary, secondary and tertiary sectors in all six states under STAR. Conversations with employers indicated the need for multi-skilled individuals with a broad set of “employability skills” such as problem-solving, teamwork, adaptability and leveraging digital technologies.
