New Delhi: A bill to set up a higher education regulator, which will replace bodies like the UGC, is listed for introduction in the winter session of Parliament beginning on December 1.

According to the Lok Sabha bulletin, the proposed law has been named the Higher Education Commission of India Bill.
The Higher Education Commission of India, which was proposed in the new National Education Policy, seeks to replace the University Grants Commission, All India Council for Technical Education and the National Council for Teacher Education.
While the UGC oversees non-technical higher education, AICTE oversees technical education, and NCTE is the regulatory body for teacher education.
HECI is proposed to be set up as a single higher education regulator, but medical and law colleges will not be brought under its purview. It is proposed to have three major roles: regulation, accreditation and setting professional standards.
Funding, which is seen as the fourth vertical, is not offered under HECI. The autonomy of funding will remain with the administrative ministry.
The concept of HECI has already been discussed in the form of a draft bill.
A draft of the Indian Higher Education Commission Bill, 2018, which sought to repeal the UGC Act and provide for the establishment of the Higher Education Commission of India, was placed in the public domain in 2018 for feedback and consultation with stakeholders.
Renewed efforts to make HECI a reality were initiated when Dharmendra Pradhan took over as Union Education Minister in July 2021.
Underscoring the relevance of a single higher education regulator, the NEP-2020 document says, “There is a need for a complete overhaul of the regulatory system to re-energize the higher education sector and enable it to flourish.”
It states that the new system should ensure that the specific functions of regulation, accreditation, funding and academic standard setting are carried out by specific, independent and empowered bodies.
