Bihar Electoral Roll Revision: The Election Commission on Thursday told the highest CPURT that “Aadhaar card is not a proof of citizenship”. The ECI, while answering the court question, commented on why Aadhaar was excluded from the special intensive amendment of Bihar’s election role.
The Supreme Court was hearing a batch of arguments to challenge a special intensive amendment (SIR) of the Election Commission (SIR) in the electoral rolls in the election role.
The case was heard by a partial working day (PWD) bench, which included Justices Sudhanshu Dhulia and Joymlya Bagchi. Senior advocates Rakesh Dwivedi, KK Venugopal and Maninder Singh represented the Election Commission. Senior advocate Gopal Shankaranarayanan attended one of the petitioners.
The July 10 hearing provided a provision in the direction of the dispute of the dispute EC on June 24, which demanded a large section of Bihar to prove its Indian citizenship in Bihar, which was to participate in the Bihar Assembly election 2025.

The last ‘intensive amendment’ in Bihar took place in 2003. The Election Commission said that people whose names were in the voter list till 2003 do not need to submit any documents, as there was a detailed amendment at that time.
However, others (nominated after 2003) must provide one or more documents from the list of 11 (with pre-comprehensive calculation form for existing voters) to establish their date and/or place of birth-which, in turn, is used to determine citizenship.
Those who were not listed in the role of 2003 will require to present a document for the date of birth/place of birth as per their date of birth: the person born before 1 July 1987, was born between 1 July 1987 and 2 December 2004 to provide a document for themselves, a parent for themselves, individuals and both for both, for both, for themselves, for themselves and for both parents.
