The Election Commission on Wednesday clarified that the provisions of the Model Code of Conduct also apply to the Central Government with respect to announcements and policy decisions related to Bihar. The Election Code came into force immediately after the Bihar Assembly election schedule was announced by the Election Commission on Monday.

Voting will be held on November 6 and 11 and counting of votes will take place on November 14.
Here’s what the statement said
In a statement issued here, the Election Commission said, “As far as announcements/policy decisions for Bihar are concerned, the MCC will also apply to the Central government.”
The election authority also said that the privacy of citizens should be respected, with no demonstrations or picketing outside private residences.
It states, “The land, buildings or walls shall not be used for the display of flags, banners or posters without the consent of the owner.”

The Election Commission has also issued instructions to the Chief Secretary of Bihar regarding removal of defacement from government, public and private property; Misuse of official vehicles or official accommodation by a political party, candidate or any other person connected with an election; and a ban on issuing advertisements at the expense of the public exchequer.
14,000 voters in Bihar are above 100 years of age: Election Commission
According to data shared by the Election Commission, there are around 14,000 voters in Bihar who are above 100 years of age. However, a significant decline in the number of voters in the ‘Very Senior Citizen’ category (those aged 85 years and above) was observed after the Special Intensive Revision (SIR) of the electoral rolls.
After revision, the number of voters aged 85 years and above declined to 4,03,985 from 16,07,527 on January 1.
After SIR, the number of women voters also decreased from 3.72 crore to 3.49 crore on January 1. Similarly, the number of male voters decreased from 4.07 crore to 3.92 crore, while the number of voters belonging to the third gender category decreased from 2,104 to 1,725.

Elections for the 243-member Bihar Assembly will be held in two phases on November 6 and 11.
Currently, the NDA has 131 seats (BJP 80, JD(U) 45, HAM(S) 4, and 2 Independents), while the grand alliance has 111 seats (RJD 77, Congress 19, CPI(ML) 11, CPI(M) 2, CPI 2).
A direct contest is expected between the ruling NDA led by Chief Minister Nitish Kumar and the RJD-led grand alliance in the upcoming elections.
