There is increasing tension on the island of Santa Roja Rosa of Amazon River between Colombia and Peru. Columbia President Gustavo Petro accused Peru of grabbing the island. Peru has declared it a new district.

In a message on X, Petro said that Peru took ‘unilateral’ action in June. His Congress passed a law which changed Santa Roja to a district of Loreto province in Peru and changed its legal status. The island is in front of Leticia, a Colombian city with a population of about 60,000 and is located in one of the most protected areas of Amazon. Many tourists arrive here to visit the world’s largest rainforest.

What is the reason for controversy in Per-Kolumbia?
Peru says that in 1922 and 1929, Santa Roja and the surrounding islands are under its authority under agreements between the two countries. At the same time, Colombia argues that the island did not emerge from the river at the time of those agreements, so Peru’s claim on it is not valid. According to Colombia, the boundary fixed in the treaties should suit the deepest stream of the river. The flow of Amazon river changes over time. The effects of erosion and weather can create new islands or sinking old. Columbia says that it has demanded to set up a bilateral commission for years, which should set the ownership limit of such islands that emerged in the last hundred years.
Decision to make Santa Roja a district
Peru’s Parliament passed a law to declare Santa Roja a new district in June 2025. This will make it easier to provide more funds for education, health and tax collection. Santa Roja’s Mayor Jack Yovera told Peru’s TV network RPP, “Our economy is dependent on trade and tourism, but still many basic needs have not been met.” The island is mainly a small village named forest, farming and Santa Rosa De Yavari, whose population is less than 1,000 according to the latest census of Peru.
