Bihar State University Service Commission (BSUSC) had to cancel the interviews scheduled on January 15-16 for the subjects of Ancient Indian History and Archaeology/Culture/Asian Studies till further orders in the light of Patna High Court order.
The Commission had published the list of 185 shortlisted candidates for interview along with the cut-off as per the reservation roster on January 3. The court had passed the order on January 10 leveling certain allegations against the commission and a cancellation notice was issued by the commission on Wednesday.
In the petition, the petitioners had challenged “whether the Commission, after the commencement of the recruitment process, should mid-way change the eligibility criteria by allowing 11 additional subjects in addition to the three based on the report of the three-member expert committee dated January 1, 2024.” Could.” Subject”
The advertisement was published on September 21, 2020 with three subjects – Ancient Indian History and Culture, Ancient Indian History and Archeology and Ancient Indian and Asian Studies.
During the hearing, counsel for the Commission sought two weeks’ time to satisfy this court that the addition of subjects would not alter the eligibility criteria midway through the recruitment process.
However, the Commission deemed it appropriate to stop interviews for subjects under judicial investigation. The next date of hearing in the case is January 27.
The appointment process of the Commission in Bihar is always stuck in legal entanglements and often drags on for many years. This time too the situation is no different.
Earlier this month, the Commission had to cancel the appointment of a candidate in Sociology after discrepancies were highlighted by several candidates and found to be correct. He had also written letters to the Governor, Chief Minister, Education Minister and others demanding cancellation of the results.
In his petition he has also raised questions on the marks obtained for PhD, research etc. Other petitions have also been filed in the court challenging the award of marks for research and PhD.
“There is also a pattern in the way marks are awarded for the interview, those who score high marks in academics get low marks in the interview and just miss out, and this also needs to be addressed. The marks given in the interview are the prerogative of the experts, but there should be no pattern in it,” said one candidate.
The result for only one post of Rural Studies subject had to be amended after the order of the High Court. The selection of backward class candidate Shashi Gupta in the unreserved category took place almost two years after the result. He had challenged the process citing discrepancies.
A single-judge bench of Justice Sanjiv Prakash Sharma had stayed the appointment of assistant professors in December 2022 due to ambiguity on the reservation roster and the issue of adjusting backlog vacancies. The ban was lifted in April last year.
BSUSC had advertised 4,638 vacancies of assistant professors in 52 subjects on September 23, 2020, just before the announcement of the state assembly elections. By the time the HC put a cap on the appointment rates, 461 candidates had been appointed.
The Bihar legislature passed the Bihar State University Service Commission Act in 2017 to give the recruitment power back to the commission, which was earlier dissolved in 2007. The Bihar government had constituted the commission in February 2019, ahead of the Lok Sabha elections, but it has struggled to complete a recruitment since then despite rising vacancies in the state’s universities.
