Around three school students in India now rely on private coaching, according to the latest comprehensive modular survey (CMS) on education issued by the government, with more comprehensive practice in urban areas.
In a survey conducted by the Ministry of Statistics and Program Implementation as the 80th round of the National Sample Survey, 52,085 homes and 57,742 students were covered to assess enrollment patterns and domestic expenses on school education and tuition.
Government schools dominate nationally, accounting for 55.9% enrollment. Their presence is strong in villages, where two-thirds of children participate in government institutions, while in cities compared to only 30.1%. In urban areas, families show a marked preference for private unadrected schools, which is an important part of nationwide enrollment.
The survey report said, “This is high in rural areas, where two-thirds (66.0 percent) students are nominated as compared to urban areas (30.1 percent). 31.9 percent enrollment in private united (recognized) schools is nationwide.
The report said that 27% of students took private coaching during the current academic year, a figure that increases by 30.7% in urban areas compared to 25.5% in rural areas. The average annual domestic expenditure on coaching was almost double in cities (Rs 3,988) as villages (Rs 1,793). At the higher secondary level, this difference became wide, urban families spent Rs 9,950 against Rs 4,548 in rural areas. At the national level, the cost of coaching increased with each education level, increased from Rs 525 for pre-primary to Rs 6,384 for higher secondary.
Among the students spending on school education, 95% reported that the first major source of funding came from domestic members, with only 1.2% of government scholarships.

CMS NSS is the first comprehensive survey on school education since the 75th round (2017-18), although the authorities warned against direct comparison. “In the NSS 75th round, Anganwadi centers were not classified under pre-primary education and private coaching on school education included private coaching.
