In a historical development for India’s higher education sector, the University of Liverpool has received formal approval from the University Grants Commission (UGC) to open the country’s first foreign university campus in Bengaluru. The announcement was made on Monday 26 May at a program participated by Union Education Minister Dharmendra Pradhan.
A part of the iconic Russell Group of the UK, Liverpool University will welcome its first batch of undergraduate and postgraduate students in August 2026. Talking to HT Digital at the launch event, Vice Chancellor’s professor Tim Jones shared the vision behind the initiative, can Indian students expect, and fits into the global expansion schemes of the new Campus University.
What did the University of Liverpool inspire India to establish a partnership with India especially in Bengaluru?
We are a global university, and making international partnership is integral to our DNA and strategy. We have a foreign campus in China – Xjtlu – for about 20 years, which now serves 27,000 students. Therefore, we have a proven track record of launching and maintaining successful international complexes.
In India, we are deepening allies, especially in research, with many institutions. Liverpool University is also one of the largest recruitments of Indian students among Russell Group Universities, with about 1,000 postgraduate nominations annually.
Recently policy changes enabled international universities to establish complexes in India, we saw an ideal opportunity to strengthen our footprint. Bengaluru was a natural option due to our current partnership and the city’s dynamic ecosystem.
How does this initiative align with your vision 2031 strategy?
Vision 2031 is a symbol of our 150th anniversary, and our ambition is to become the top 100 global university until then. International partnership – also in research, education, or educational cooperation – are the major columns of that strategy.
India provides immense capacity, with its vibrant economy and demographic benefits. Here our increased engagement supports our globalization goals and opens the real opportunity for impressive cooperation.
How will the new campus contribute to the development of the region?
Bengaluru stood outside because many of our current cooperation are based here, such as companies like IISC, Nimhans and Unilever. It is a large, young population with a technical-powered city seeking quality education.
We have strong strength in science, engineering, life science, and medicine – which are well aligned with the needs of the city. By working with local industries, we aim to contribute to students to equip them with relevant skills, support job placements and resolve real -world challenges through research.
Educational offerings and structure
Can you expand the nature and scope of the letter of intention?
The letter of introduction performs ground work for our Bangalore campus, which will open in August 2026 and start teaching in September. We aim to increase the campus for 10,000 students within 10 years.
Initial programs will include computer science, data and AI, business management, accounting and finance, biomedical sciences and game designs. They will mirror whatever they provide in Liverpool, but will be in line with the demands of the local industry.
Will the course be similar to the same in Liverpool?
Yes, the course will maintain the same educational standards with relevance to Indian and regional ecosystems.
What about the faculty – they will be from Liverpool or will be admitted locally?
It will be a hybrid model. Some faculty members will come from Liverpool, but the majority will be admitted locally. All faculties will meet our high academic standards.
Will local faculties receive training to match Liverpool’s teaching standards?
Absolutely. The way we do in Liverpool, we will implement a comprehensive training program. A Provost will lead the Bengaluru campus and oversee the faculty recruitment, training and quality assurance.
Will double degree options or students exchange opportunities?
Yes. We intend to offer flexible routes, including students opportunities to spend part of their course in their liverpool campus. It has done a good job in our China campus, and we aim to repeat it here.
So, will the student transfer between the premises be possible?
Yes, student mobility is an important part of our global education model.
Will international students also be welcomed in the Bengaluru campus?
While most students are expected to be from India, we imagine it as a global complex. Diversity is important to us, and we aim to attract students from different parts of the world.
How do you plan to support a diverse student body?
We have the experience of doing this globally – whether in Liverpool or in China. Provost will also be responsible for all students to promote an inclusive and welcome environment.
Opportunities for Indian students
What are the benefits of Indian students by enrolling in Bengaluru campus?
They will use a world class, research-intensive education at a more economical cost. The degree will be similar to what students receive in Liverpool, and we will offer strong industry linkage, internship and research opportunities.
Will students in Bengaluru be associated with Liverpool’s research ecosystem?
Yes. Both complexes will be deeply integrated. Faculty and researchers will cooperate at locations, and Bengaluru will become a center for joint research activities.
Will the fee structures difference between the two complexes?
Yes, the fees in Bengaluru will reflect local economic conditions. The complete fee structure will be announced soon.
Is there a plan to cooperate with Indian Research Institutes?
Definitely. We are already working with companies like IISC, Nimhans, AIIMS and Unilever. We will continue to expand these cooperation in discipline.
Will internship and placement opportunities be available?
Employment is a top priority. We will take advantage of our liverpool experience to offer internships, placements and industry risk. We have signed MUS with many organizations and students will create a strong support system for career.

What is your five -year vision for the campus?
We expect 5,000 students by 2030, expand up to 10,000 by 2036. We will offer a wide range of programs, collaborate with industries and academics, and create rich education and research environment in Bangalore globally.
What facilities can students expect on campus?
The campus will include modern educational buildings, research centers, student residences and necessary facilities. It will have the look, feel and academic hardness of our liverpool campus. More details will be shared soon.
Will scholarship be available, especially given the concerns of strength in India?
Yes, we plan to offer scholarship. The opening will be made well before the opening of the admission so that the students can plan further.
