The 22nd Indian Institute of Management (IIM) of the country will be established in Guwahati, which will invest Rs 555 crore. According to Union Education Minister Dharmendra Pradhan, the Indian Institute of Management (Amendment) Bill, 2025 was approved by Parliament on Wednesday by Parliament, allowing students to accept students from this educational year.
Despite the opposition walkout, the Rajya Sabha passed the bill with a voice vote. The Lok Sabha had already approved the bill on Tuesday. After approval from both houses, the bill will now go to the presidency. Assam is ready to hold elections early next year.
Pradhan said that the establishment of IIM-Guwahati would contribute to India’s goal of becoming the world’s third largest economy, PTI said. This will be the ninth IIM since Narendra Modi became Prime Minister in 2014. The minister highlighted that from 1961 to 2014, only 13 IIMs were established, while the number of students has increased from 3,500 in 2013-14 to 9,800 in 2024-25.
In 2017, a historical decision allowed IIM to grant degrees instead of PG Diploma. Pradhan insisted that IIM has become an institution of national importance. IIM Guwahati will work the same as a university on its establishment.
The Education Minister said, “Now with the enactment of the 2017 Act by Parliament, IIM became an institution like a complete university. IIM Guwahati, when it starts working, (will be good as a university), an institution of national importance,” the Education Minister said.
The minister criticized the Congress government under Manmohan Singh for ignoring Assam during 2004-14. He mentioned that foreign universities are preparing to open campus in India, and two IITs have recently been opened abroad in Abu Dhabi and Africa. IIM-Ahmedabad is famous for the production of unicorn.
IIM-Guwahati’s establishment is part of a special development package for Assam. Currently, 21 IIMs are named as institutions of national importance.
During the debate, members like Gol Baburao (YSRCP), Niranjan Bishi (BJD), and M Thambidurai (AIADMK) expressed concern about vacant faculty posts and growing students suicides. Bishi requested more IIMs in Odisha and urged measures to fill 500 vacant faculty posts and to prevent ragging in IIM and IIT. Thumbdurai called for an inquiry into the vacant Vice Chancellor posts in Tamil Nadu universities.
Birendra Prasad Bishya (AGP) expressed that the Congress ignored the demands of Assam and the new IIM would benefit the entire Northeast. He requested an admission for the students of the Northeast in IIM-Guwahati. The PRAFUL Patel (NCP) welcomed the bill, keeping in mind the importance of spreading education in the country.
K Laxman (BJP) reported that only one IIM was established during the UPA rule, while nine was established under Modi’s administration. He highlighted the need for an IIM in Telangana. Geeta (BJP) supported the bill, given that Assam students would no longer need to travel for education. Ravichandra Vadirju (BRS) and Kanad Purkastha (BJP) talked about the benefits for youth and startups. Naresh Bansal (BJP), Rambhai Harjibhai Mokaria (BJP), and Ramji (BSP) also participated in the debate.
