The Haryana Cabinet on Saturday approved amendments in the Common Eligibility Test policy to remove giving of five per cent bonus marks to certain candidates on the basis of socio-economic criteria for government jobs on Group C and D posts.
The government’s decision comes after the High Court’s May 31 order on the matter.
The approval was given in a meeting chaired by Chief Minister Nayab Singh Saini on Saturday, an official statement said.
“As per the amendment, 5 per cent weightage for socioeconomic criteria provided for bona fide residents of Haryana has been removed. “The above amendments have been made as per the directions of the Punjab and Haryana High Court,” the statement said. The revised policy will be called the Policy for Recruitment to Group C and D Posts through Common Eligibility Test, (Amendment) Rules, 2024,” it said.

Later, in June, the Supreme Court upheld the order of the Punjab and Haryana High Court. The top court was hearing an appeal filed by the Haryana Staff Selection Commission against the May 31 order of the Punjab and Haryana High Court.
The statement said, “The policy of recruitment to Group C and D posts through Common Eligibility Test, (Amendment) Rules, 2024 is applicable to direct recruitment to Group C posts, except the posts of Police Services, Jail and Home Guards, etc. Will happen.” Teaching posts, Pre-Agniveer and Group D posts for which the minimum educational qualification is below Matriculation…”
“Furthermore, after the amendment, the maximum number of candidates now eligible to appear in the skill and/or written test will be ten times the total number of posts advertised by the Commission. Earlier, candidates equal to four times the number of advertised posts were eligible to appear,” the statement said.
On May 5, 2022, the state government started the Common Eligibility Test (CET) for Group C and D posts.
In another decision, the Cabinet approved the decision to bring an ordinance to further amend the Haryana Contract Employees (Security of Service) Act, 2024.
Under this amendment, the phrase “in a calendar year” will be replaced by “during the period of one year of contract service”. The statement said that this amendment is being introduced to address the request raised by contractual employees regarding calculation of their service days.
Employees had requested that the 240-day service requirement be calculated based on the actual number of days during a one-year period of contractual service rather than a calendar year.
The existing system created challenges for employees who joined between May and December, as their service days in their first year of employment were not being fully counted.
For example, employees whose joining date falls after May and before December will not meet the 240-day service requirement for their first calendar year of service, affecting their job security.
Furthermore, for the year 2024, employees raised concerns as the number of days till the cut-off date of August 15, 2024, is only 227, which is less than the required 240 days.
In response to these requests, the Haryana Cabinet has approved the amendment to consider 240 days of service during the one year period of contractual service, which will address these issues and ensure better job security for contractual employees. Will happen.
The statement said that under the Haryana Contract Employees (Security of Service) Act, 2024, the benefit of job security is admissible to those contractual employees who complete five years of contractual service before August 15, 2024.
