The Delhi government will introduce a bill to regulate the fee increase by private schools in the upcoming monsoon session, Chief Minister Rekha Gupta announced on Saturday. According to the ordinance approved by the cabinet passed on 29 April, the bill will implement strict punishment on schools that arbitrarily increase fees, PTI said.
For the first crime, schools will have to face fine from Rs 1 lakh to Rs 5 lakh, in which the violation of repeating is between Rs 2 lakh to Rs 10 lakh. If a school fails to return within a specified time, it doubles after 20 days, triple after 40 days, and increases with a delay of every 20-day. The report said that there may be a loss of right to occupy official positions in school management and propose future fees amendment as a result of continuous violation.
Addressing the media, Gupta said, “The Delhi government will conduct a table of education bill to regulate the fee increase by private schools in the monsoon session of the assembly starting on August 4.”
He said, “It is a matter of happiness that the Delhi Legislative Assembly will now be paperless. We have also developed the assembly as a model Legislative Assembly, as it is now completely dependent on solar energy,” he said.
The Chief Minister said that efforts are also being made to make the Delhi Secretariat paperless as part of the government’s widespread digital and sustainable governance agenda.
“We are taking policy decisions to develop Delhi,” he said.
The monsoon session will be the third session of the Delhi Legislative Assembly under the government led by Rekha Gupta.

In June, the Delhi Cabinet approved an ordinance to regulate the fee structure in private schools. The decision was based on the proposed Delhi school education (transparency in the determination and regulation of fees) Bill, 2025. Three committees are to be established to oversee the fee regulation process – a school level, at a district level, and at the highest level.
