Former Bihar Chief Minister Rabri Devi was allotted a new residence by the newly appointed Nitish Kumar government on November 25. Under this decision, the RJD leader will have to vacate the bungalow located at 10 Circular Road, which she had occupied for many years.
According to a notification issued by the state building construction department, Rabri Devi has been allotted 39, Harding Road. 10 Circular Road, where she has been living since 2005, is located close to the Raj Bhavan and the residence of the Chief Minister of Bihar.
The property has been serving as a center for the Rashtriya Janata Dal (RJD), hosting major meetings and discussions. Rabri Devi is living here with her husband and former RJD president. But why has the former CM been asked to vacate his residence? The new allotment follows a 2019 Patna High Court judgment that had struck down “lifetime bungalow allotments to former chief ministers as misuse of public funds”.
The court had issued notices to the state government and affected former chief ministers Satish Prasad Singh, Jagannath Mishra, Jitan Ram Manjhi and Rabri Devi and ordered them to vacate the house. The 2019 decision forced several former chief ministers to give up their residences, highlighting concerns about taxpayer-funded privileges for retired politicians. Rabri Devi’s 10 Circular Road allocation was later changed under her role as Leader of the Opposition, allowing her to retain it for now.
BJP spokesperson Neeraj Kumar told news agency PTI that the family is being asked to vacate the house as per the rules. “Given their past track record, a close watch will be kept and it will be ensured that there is no damage to government property,” he said.
The timing of the expulsion notice coincides with the National Democratic Alliance’s dominant performance in the 2025 Bihar Assembly elections, in which the alliance secured 202 out of 243 seats. Nitish Kumar, when his party, Janata Dal United, was the senior coalition partner, never visited the 10 Circular Road address of the Lalu family. But the dynamics of the alliance have changed now. In the 2025 elections, BJP emerged as the largest party by securing 89 seats.
“The building construction minister is a sensible person. But, this decision shows how much influence the BJP has at 1, Anne Marg (the official residence of the chief minister),” RJD spokesperson Shakti Yadav told news agency PTI.

RJD leader Tejashwi Yadav, who is also a former deputy CM, was accused of snatching several things from 5, Deshratna Marg, which he occupied till the party shared power in Bihar.
According to another notification issued by the department, Rabri Devi’s elder son Tej Pratap Yadav is also set to lose the bungalow which he occupied since his days as a minister.
Two other notifications list the bungalows allotted to all the ministers of the newly formed cabinet.
One of these, which was till now occupied by Tej Pratap Yadav, has been allotted to SC and ST Welfare Department Minister Lakhendra Kumar Roshan.
Considering their past track record, a close watch will be kept and it will be ensured that there is no damage to government property.
In the recent elections, Tej Pratap, who founded the Janashakti Janata Dal after being expelled from the RJD by his father earlier this year, failed to get re-elected to the state assembly.
