Florentine diplomat and political philosopher Niccolo Machiavelli in his book KingHas said, “The first way to estimate the intelligence of a ruler is to look at the people around him.” Of the 243 winning candidates in the Bihar Assembly elections, 130 have declared criminal cases against themselves.
According to a report by the Association for Democratic Reforms (ADR) and Bihar Election Watch, after analyzing the self-affidavits of all 243 winning candidates, 102 candidates who won in 2025 have declared serious criminal cases against themselves.
In the election results, BJP was leading with 89 seats, followed by JD(U) with 85, Lok Janshakti Party (Ram Vilas) with 19, Hindustani Awam Morcha (Secular) with five and Rashtriya Lok Morcha with four.
The report said 102 individuals who won elections this year have declared serious criminal cases, slightly less than the 123 candidates who declared such cases in 2020.
According to reports, six victorious candidates have declared that they face charges related to murder (under IPC section 302).

Party-wise winning candidates with criminal cases
Of the 89 victorious BJP candidates, 54 have declared criminal cases against themselves. Of the 85 victorious JD(U) candidates, 31 have disclosed criminal cases.
Of the 25 winning RJD candidates, 18 have declared criminal cases. According to reports, in the case of Lok Janshakti Party (Ram Vilas), 11 out of 19 winning candidates have declared criminal cases, while all 6 winning candidates of Congress have disclosed such cases.
All the 5 winning candidates of AIMIM have declared criminal cases against themselves.
Moreover, 1 out of 5 winning candidates of HAM(S) and 1 out of 4 winning candidates of Rashtriya Lok Morcha have criminal cases against them.
Both the winning candidates of CPI(ML) (L) and CPI(M) as well as the single winning candidates of Indian Inclusive Party and BSP have declared criminal cases in their affidavits.
How many candidates have “serious criminal charges” against them?
Of the 89 victorious BJP candidates, 43 have declared serious criminal cases against themselves. Of the 85 victorious JD(U) candidates, 23 have disclosed serious criminal cases.
Of the 25 victorious RJD candidates, 14 have declared serious criminal charges.
10 out of 19 winning candidates of Lok Janshakti Party (Ram Vilas) have declared such cases.
Of the 6 winning Congress candidates, 3 have serious criminal cases against them, while 4 of the 5 winning AIMIM candidates have disclosed serious charges.
Additionally, 1 out of 4 winning candidates of Rashtriya Lok Morcha, 1 out of 2 winning candidates of CPI (ML) (L), and all 1 winning candidates of CPI (M), Inclusive Party of India and BSP have declared serious criminal cases in their affidavits, the report said.

BJP emerged as the largest party with 89 seats and Janata Dal (United) came second with 85 seats. Other allies in the ruling coalition also recorded high strike rates.
The grand alliance parties including RJD and Congress suffered significant setbacks, and Jan Suraj, which had expected an impressive start after an extensive campaign by its founder Prashant Kishor, failed to open its account.
The ruling NDA got 202 seats, which is three-fourth majority in the 243-member House. This is the second time that NDA has crossed the 200 mark in the assembly elections. It had got 206 seats in the 2010 elections.
In the NDA, Bharatiya Janata Party (BJP) won 89 seats, Janata Dal (United) 85, Lok Janshakti Party (Ram Vilas) (LJPRV) 19, Hindustani Awam Morcha (Secular) (HAMS) five and Rashtriya Lok Morcha four.
In the grand alliance, Rashtriya Janata Dal (RJD) won 25 seats, Communist Party of India (Marxist–Leninist) (Liberation) – CPI(ML) (L) – two, Inclusive Party of India (IIP) – one and Communist Party of India (Marxist) – CPI(M) won one seat.
All India Majlis-e-Ittehadul Muslimeen (AIMIM) won five seats and Bahujan Samaj Party (BSP) won one seat.
