Soak about 25 almonds overnight. Before you start cooking, soak 4 tablespoons of rice in water for about 30 minutes. Add 1 liter of milk to a pan and boil it. Meanwhile, peel the soaked almonds and cardamom and grind them to a smooth paste with half a cup of milk. Add this paste to the boiling milk and cook for about five to seven minutes. Strain the soaked rice and grind it to make a paste and add it to the boiling milk. Stir continuously to avoid lumps. Add a few strands of saffron and cook on low heat until it thickens to a pudding-like consistency. Add sugar to the mixture and stir until the sugar dissolves. Turn off the heat and allow the phirni to cool. Transfer the phirni to an earthen pot and refrigerate for at least 2-3 hours. Garnish with chopped almonds and saffron strands and serve chilled.
