According to a report by FICCI and EY-Parthenon, about 83 per cent of patients in India want objective, accessible information to guide their health care choices and about 90 per cent are willing to pay more for certified quality.
The report, titled ‘True Accountable Care: Maximizing Efficient Health Care Delivery Impact’, outlines a practical roadmap to make India’s healthcare system qualitative and affordable.
The survey said India’s health care efficiency outperforms its global counterparts, but structural and financial pressures underline the need for a national framework that sets clear minimum quality standards, enabling patients to make informed health care choices.
The report, based on research from 250 hospitals across 40 cities with 75,000 beds, a survey of over 1,000 patients, consultations with over 100 physicians as well as consultations with CXOs and investors, said India’s per capita bed capacity has doubled since 2000.
The country still has one of the lowest hospital bed density globally, facing the dual payer-provider fragmentation challenge, with only 25-30 beds per hospital, compared to over 100 internationally.
What guides patient choice?
The survey shows that approximately 83 percent of patients are looking for objective, accessible information to guide their choices and would benefit from a single, reliable source of hospital ratings or clinical outcomes.
Nearly 90 percent of patients asked for this information say they would pay more for certified quality.
Additionally, the top five payers account for only 40 percent of payments, compared to 80 percent in other developed markets.
The report introduces a seven-pronged framework – the “7C Framework” – to guide India’s health care transformation towards accountable care.
It emphasizes on ‘collaboration and segmentation-based approach’, ‘clinical excellence’, ‘cost consciousness’, ‘care reimbursement’, ‘care coordination’, ‘consumer empowerment’ and ‘connected ecosystem’. This framework is designed to move the field away from one-size-fits-all solutions toward specialized care pathways, ensuring both efficiency and equitable health outcomes.

Quality investment as a long term cost optimizer
The report finds that quality investments are viewed as long-term cost optimisers; However, smaller nursing homes will need support to overcome short-term profitability challenges.
With a lack of regulatory mandate, it is no surprise that less than 10% of private hospitals are NABH-accredited, and less than 2% of diagnostic laboratories have NABL accreditation today.
“The way forward must be focused on clinical excellence and patient-centricity, delivered through a thoughtful group-based ‘one size fits all’ approach and supported by a tiered reimbursement system that rewards quality and outcomes,” Ravi said.
